Las Vegas Sands Corporation proposed to develop a multi-phased, master planned, mega resort in Spain, which was envisioned as 18 integrated resorts (“IR’s”) housing 36,000 to 44,000 hotel rooms, gaming, convention space, retail, dining, entertainment and outdoor recreational programs. Land development, including new and improved infrastructure and other, supporting uses were major components of the development. The development site was envisioned as approximately 750 hectares (1,850 acres) in total, of which 450 hectares (1,100 acres) was comprised of the 18 IR’s and supporting commercial, retail, office, hotel, industrial and outdoor recreation uses. The remaining 300 hectares (750 acres) was reserved for other, third-party development. LVSC engaged Aurora to organize and track the pre-development phase work and assist the Owner and its consultant team with programming and master planning the Project, acquiring the Project site and obtaining the governmental approvals necessary for its development. Aurora took a primary role in program management, team assemblage, contracts and project administration, and assisted LVSC with political and regulatory issues, public relations, business planning, marketing, master planning, entitlements and land acquisition.
